Meet our doctors and staff.
Optometrists are highly trained
healthcare professionals who diagnose and
treat eye and vision problems. Following
four years of college, optometrists
complete an additional four years of
optometry school and internship.
Optometrists give eye exams, treat eye
problems, prescribe eyeglasses and contact
lenses, prescribe medications and treat
most eye diseases. They conduct vision
training and care for patients with low
vision. Optometrists also help manage the
care of patients undergoing cataract
surgery, laser vision correction and
glaucoma treatment. At Casco Bay Eyecare,
our optometrists are among the most
experienced in Maine.
Our skilled staff is another reason why vision care at Casco Bay EyeCare is always of the highest quality. Licensed opticians, optical assistants and registered optometric assistants are ready to help you choose the right eyeglasses, sunglasses, and sports or industrial eyewear.
As part of their commitment to patient care, many of our staff members complete rigorous American Optometric Association (AOA) programs to obtain professional certification.
Today, unlike many other optometric practices, the staff at Casco Bay EyeCare includes certified paraoptometrics (CPOs) and certified paraoptometric assistants (CPOAs). These important certifications assure that you can count on the knowledge and skill of our staff as they provide vision care using the latest in optometric equipment, technology and procedures.

 Michael P. Anastasio,
OD
Dr. Anastasio has practiced optometry in Portland since beginning his practice in 1987 with Dr. Tolford. From 1989 through 1994, he was a staff optometrist at Martin's Point Health Care. Dr. Anastasio received his doctor of optometry degree from the New England College of Optometry after graduating from Boston University with a bachelor of arts. He is a member of the Maine Optometric Association (MOA) Board of Directors and a member of the MOA Managed Care Committee. Dr. Anastasio is also a past president of the Maine Vision Service Plan. A Maine native, Dr. Anastasio lives in Scarborough with his family. The Anastasios enjoy travel, basketball, biking and spending time together.

 Robert W. Banglmaier,
M.Sc., OD
Dr. Banglmaier has practiced optometry since 1996. His professional training includes
internships at the VA Medical Center in San
Francisco and at Omni Eye Specialists in Denver,
where the emphasis was on ocular diseases.
He has been awarded the Beta Sigma Kappa
Certificate of Achievement, a National Eye
Institute Predoctoral Research Fellowship,
G. Schneider Scholarship, R. Flower Scholarship
and a University of Toronto Open Masters
Fellowship. Dr. Banglmaier received his doctor
of optometry degree from the University of
California at Berkeley School of Optometry after
graduating from the University of Toronto with
a bachelor of science and a master of science.
He is a member of the American Optometric
Association. Dr. Banglmaier and his family
reside in Kennebunk. He enjoys golf and playing
with his two daughters.

 Steven A. Goldstein, OD
Dr. Goldstein has been practicing optometry
since 1983, beginning as a chief of optometry
and optometrist in the United States Army. He
began his private practice of optometry in 1987.
Dr. Goldstein has participated extensively in
clinical research and has served as a consultant
to many contact lens and pharmaceutical
manufacturers, including Alcon, Bausch & Lomb,
Ciba Vision Care and Polymer Technology. He
is a past president of the Maine Optometric
Association and has received the Optometric
Recognition Award from the American
Optometric Association. A veteran of Desert
Storm, Dr. Goldstein has also received the Army
Commendation Medal and the Army Meritorious
Service Medal. Dr. Goldstein received his doctor
of optometry degree from the New England
College of Optometry after graduating from
the University of Massachusetts at Amherst
with a bachelor of science. He spends his free
time skiing as much as possible and playing
competitive tennis.

 Timothy A. Kearins, OD
Dr. Kearins began his practice of optometry recently, after receiving his doctor of optometry degree from the State University of New York College of Optometry. He received his bachelor of science in biology from Gettysburg College. He is a member of the International Optometric Honor Society, Beta Sigma Kappa. Dr. Kearins has completed an internship in pediatrics and vision therapy at SUNY, as well as an internship in ocular disease at East New York Diagnostic & Treatment Center. Dr. Kearins is a member of the American Optometric Association, the Maine Optometric Association and the College of Optometrists in Vision Development. He is an avid outdoorsman, residing in Cumberland where he and his wife are enjoying Maine's famous quality of life.

 Sian E. Liem, M.Sc., OD,
FAAO
Dr. Liem has been practicing optometry since
1996. A Fellow of the American Academy of
Optometry, Dr. Liem has published articles in
a number of professional journals. Her awards
and recognition include the Beta Sigma Kappa
Certificate of Achievement, a National Eye
Institute Predoctoral Research Fellowship, a
University of Toronto Open Master’s Fellowship,
a Sandoz Research Institute Student Travel
Fellowship and an American Society for Virology
Student Travel Grant. She has also served as
preceptor for the Home Eye Service of the
New England College of Optometry. Dr. Liem
received her doctor of optometry degree from
the University of California Berkeley School of
Optometry after graduating from the University
of Toronto with a bachelor of science and a
master of science. Dr. Liem enjoys golf, knitting
and cooking. She resides in Kennebunk with
her husband and two daughters.

 Francis H. Robbins, OD
Dr. Robbins began practicing optometry in
1982 and has maintained practices in both
Portland and South Portland, opening his South
Portland office in 1989. He is a member of
the American Optometric Association and has
served as a preceptor of the University of New
England and as a staff optometrist at Martin’s
Point Health Care, Portland. He is also a past
director and treasurer of the Maine Optometric
Association. Dr. Robbins received his doctor
of optometry degree from the New England
School of Optometry after graduating from the
University of Pennsylvania with a bachelor of
arts. In his leisure time, Dr. Robbins works as
“special personal assistant” to his wife, who is
a full-time teacher, advisor and transportation
specialist for their two children.

 Timothy W. Tolford, OD
Dr. Tolford began his practice of optometry
in Portland in 1979, following in the footsteps
of his father and grandfather, who started the
practice on Congress Street in 1918. Active in
education and research, Dr. Tolford has served
as a clinical investigator for Concise Contact
Lens Company and American Hydron, Inc.
He is a member of the Bausch & Lomb Clinical
Advisory Panel, is the optometric consultant
to the Maine Department of Human Services
and was appointed to the Maine Board of
Optometry by Governor McKernan. Dr. Tolford
is a past president of the Maine Optometric
Association and is the optometrist for the Maine
Marine Patrol. He has also served as a preceptor
for the University of New England College
of Osteopathic Medicine and as a director
of the Maine Prevention of Blindness Society.
Dr. Tolford received his doctor of optometry
degree from the New England College of
Optometry after graduating from the University
of Rhode Island with a bachelor of science.
Dr. Tolford is happily married and has two
wonderful children away at college. He has
lived in Falmouth for more than 45 years and
enjoys sailing, biking and skiing.
